How do you know which organazation is legal or not?

Curious

I am really questioning this since we were at Walmart the other day and there were 2 gentlemen out there collecting for what seemed to be the same Group. they had the same name on their buckets. however the one at the exit and  the other at the entrance gave seperate  reasons why they were collecting money for. we told one of them we would donate after we shopped. well when we walked outside my husband handed one of the men $1.00, he had the nerve to ask my husband for $4.00 more dollars for an even $5.00. with the holidays coming  we will see this alot. Do you have to have anything special to be allowed to do this.  If anyone knows or has suggestions please let us know. the one dollar donation doesn't seem like alot, however there is more than 4 0r 5 ppl in/out of stores they are collecting alot.

    " The people collecting at Walmart were the Knights of Columbus, and they were giving tootie rolls with each donations. At least those are the ones that I confronted Sunday. They had yellow jacket looking things and as far as I know they were collecting money to help people with intellectual disabilities. All I had was a handfull of change on me and they took that with not questions asked. If it's legit, they are happy to get whatever they can no matter how small. "

    Once I asked what they were collecting for and they said "the children". There little buckets were kind of homemade looking too, so right away I could tell they were "collecting" for themselves.

    Hospital, etc). Even if an organization has a "permit" to solicit, you never know if the funds actually go to help who it is supposed to help. Collectors have been known to skim cash also. Some supposed "church groups" are actually scams in that the "church" is the folks collecting the cash and they simply split up the proceeds amoung themselves. Legit churches don't solicit. "

I just give to the United Way and every time one of these panhandlers ask me for money, I politely say, "I help everyone through the United Way donations I give", and walk away.
