Inmate Cleanup?

I saw inmates picking up trash on the Avery Island Road last week.  They did a really good job.  I am wondering if there is any way to request that they pick up in a certain area.  There is a connecting street off of the AI Rd that is an eyesore.  It is only around this one residence that the problem lies.  It happens to be the 1st thing you see when you turn on to this street.  The people who own it seem to take really good care of the property EXCEPT for the side that faces this street.  The trash has accumulated there, and they seem not to care.  I would guess that this part of the property is considered "easement"... but it looks horrible.  Who can we contact to help to clean up this street??

What I am saying is that it is a truly sad commentary on US that we need them to pick up trash. Even though it is much cheaper having them do it than a paid crew, it still costs us.
